An anonymous post on a dark web hacking forum has alleged that the Department of Public Works and Highways (DPWH) is implicated in a ₱306-million ghost project scandal involving non-existent flood control initiatives in Negros.
In a post made on the dark web platform “DarkForums,” a user under the alias “KANLAON” claimed that flood control projects supposedly aimed at protecting vulnerable communities from flooding were never implemented, despite being fully funded.
The message accused DPWH insiders of conspiring with contractors from faraway provinces to falsify documents and signatures, including those of local city engineers and even the mayor.

“These projects were supposed to protect our communities from floods, yet they never existed,” the post reads. “Our rivers remain unprotected, our barangays vulnerable, while someone inside the DPWH pretends work was done and pockets millions.”
The hacker group alleged that public funds were wasted on paper-only projects and called it not just a failure, but a betrayal. The post emphasized the risks to public safety, questioning how an agency tasked with disaster mitigation could allow such schemes to go unnoticed.
The hacker also claimed to have accessed and exfiltrated internal data from the DPWH, and provided a link to download the alleged documents as proof. These documents, they say, contain forged signatures, contractor records, and falsified project details tied to the ghost flood control initiatives.
The poster demanded a full investigation, the exposure of all individuals allegedly involved, both from within DPWH and among the listed contractors, and a full accounting of every peso. “The people of Negros deserve real flood control projects, not ghost projects on paper,” it said.
While the identity of the source remains unverified, and the allegations have yet to be confirmed by authorities, the post has begun to circulate in underground communities and digital watchdog channels.
DPWH have not yet issued an official response as of this writing.
