Renato “Aboy” Paraiso took his oath as Acting Executive Director of the Cybercrime Investigation and Coordinating Center (CICC).
He was also promoted from Assistant Secretary to Undersecretary of the Department of Information and Communications Technology (DICT), solidifying his leadership at a critical time in the country’s fight against cybercrime.
Since April 2025, Paraiso has played a pivotal role in the national effort to combat online scams, digital fraud, and cyber-enabled threats.
He was designated as Deputy Executive Director in June and quickly became the face of CICC’s operational and public engagement strategies.
Under his leadership, scam text messages and robocalls significantly dropped in the second quarter of 2025, reflecting enhanced coordination between law enforcement and technology partners.
He enforced stricter response protocols for the 1326 National Anti-Scam Hotline, mandating responses within six hours and full coordination within 24 hours.
Paraiso also led CICC’s public-private collaboration efforts, working closely with Scam Watch Pilipinas and Gogolook, the developer of Whoscall.
These partnerships enabled the rollout of Scam Vault PH, a community-driven platform to monitor and report scam content nationwide.
Paraiso has been vocal in calling for accountability from content creators promoting illegal gambling and has advocated for mandatory labeling of AI-generated content to protect the public from deception.
His appointment signaled a more aggressive and coordinated national strategy to protect Filipinos online and to institutionalize cybersecurity in everyday governance.
