Truth360, Scam Watch Pilipinas call for breaking Silos to combat cyber fraud at 2025 Cyber Resilience Summit
Truth360, a brand reputation management company, and Scam Watch Pilipinas, a citizen volunteer campaign to educate Filipinos against online scams, underscored the need to break silos in the fight against cyber fraud.

Jocel De Guzman, CEO of Truth360 and Co-founder of Scam Watch Pilipinas, emphasized that tackling cyber fraud requires a “whole-of-society” approach, which begins with a “whole-of-organization” mindset.
“We need to break down silos and recognize that cybersecurity is not just an IT concern but a company-wide responsibility. Security must be deeply embedded in corporate culture, from leadership to frontline employees,” De Guzman said.
A silo is a repository of data controlled by a single department or business unit, isolated from the rest of the organization.
Speaking at the summit, De Guzman highlighted the issue of employee apathy toward cybersecurity. He pointed out that many non-IT personnel view cybersecurity as unrelated to their key performance indicators (KPIs), leaving organizations vulnerable as employees remain the weakest link in cyber defenses.
“Companies are investing millions in cybersecurity, but if employees don’t adopt a security-first mindset, those investments go to waste. Cyber resilience starts with people, not just technology,” he added.
Moreover, Truth360 advocates for cross-functional collaboration, urging departments such as Corporate Communications, PR, and HR to work alongside IT teams in fostering a “Human Firewall” – a workforce actively engaged in defending against cyber threats.
To integrate cybersecurity into corporate culture, De Guzman outlined key strategies, including making cybersecurity a core corporate value, incorporating it into employee KPIs, implementing company-wide awareness programs, and branding cybersecurity initiatives similarly to sustainability efforts.
“Cybersecurity must be ingrained in an organization’s DNA, just like sustainability and compliance. If we want a cyber-resilient society, companies must start from within,” De Guzman stressed.
The Customized Training Solution (CTS), a Singapore-based Training & Business Solutions Partner, held the event summit spearheaded by its Founder and CEO, Marylen Ramos-Velasco.
In her opening remarks, Ramos-Velasco explained that “data is the new currency, and that trust is the foundation of every digital interaction.”
She pointed out that cybersecurity is no longer just about defense—it is a proactive call to action.
“Threat actors are evolving at an unprecedented pace, leveraging AI-driven attacks, deepfakes, and sophisticated fraud tactics. But as the risks grow, so do our capabilities,” she said.
“This summit is an opportunity to explore how we can turn cybersecurity into a competitive advantage—not just for protection, but for growth, trust, and innovation,” she added
Ramos-Velasco then highlighted the significance of the 2025 Cyber Resilience Summit, stressing that it is more than just a discussion. She described it as a platform for fostering partnerships, sharing real-world experiences, and implementing strategies that will empower organizations to thrive in an era of constant cyber disruption.
The 2025 Cyber Resilience Summit was held at Crowne Plaza Manila Galleria in Quezon City. With over 200 registrants and 48 speakers from both the private and government sectors, the summit took place in a hybrid format. It was divided into two successful programs: Day 1 focused on “Building the Foundation for Cyber Resilience,” while Day 2 centered on “Operational Excellence and Future Readiness.”
