The Philippines has been placed firmly on the global map in the fight against scams and cyber fraud after Scam Watch Pilipinas unveiled the Philippine Anti-Scam Quad Model at the Global Anti-Scam Summit Asia in Singapore.
The landmark presentation showed how a citizen-powered and low-cost framework developed in the Philippines is gaining recognition worldwide as a practical and scalable solution to online fraud.
“The Philippines is now playing an active role in the global fight against cyber fraud, showing how our country can contribute to protecting people and economies worldwide,” said Jocel de Guzman, co-founder of Scam Watch Pilipinas and Founder and President of Truth360 Inc.
“With the Quad Model, we have proven that low-cost and scalable solutions can work against fraud, even where resources are limited,” de Guzman revealed.
The Philippine Anti-Scam Quad Model is a first-of-its-kind framework that combines behavioral change campaigns, volunteer-driven community action, multi-sector collaboration, and technology-enabled reporting.
It empowers citizens through the 1326 national anti-scam hotline operated by the Cybercrime Investigation and Coordinating Center (CICC), the eGovPH app’s eReport tool, Scam Vault PH, and the Whoscall app powered by Gogolook.
According to de Guzman, this holistic approach equips communities to defend themselves against scams while enabling government and institutions to respond swiftly with intelligence-driven action.
The anti-scam quad model has already been tested on the ground in the Philippines through major nationwide campaigns. #HolidayWatchPH warned consumers about the “12 Scams of Christmas,” #UnMatchPH profiled romance scams during Valentine’s season, and #OnlineBantayLakbay raised awareness on fake bookings and phishing during peak travel months.
At the Global Anti-Scam Summit Asia, de Guzman not only presented the Quad Model but also engaged with global tech leaders, including Google and Meta, as well as anti-scam organizations from other countries, who shared their approaches in the Anti-Scam Pitch Room. He emphasized that partnerships with international players, combined with ongoing collaborations with Gogolook and TRM Labs, will further strengthen the Quad Model and help establish it as a global best practice for scam prevention.
The Global Anti-Scam Alliance (GASA), organizer of the summit, recognized the Philippines’ growing leadership in this space. Scam Watch Pilipinas has already been ranked among the Top 2 Best Scam-Fighting Awareness Campaigns in the World at the 2025 Scam Fighter of the Year Awards by GASA. The recognition underscored the Philippines’ successful demonstration that community-powered solutions can produce global impact.
