Tacloban school shooting: Was online radicalization the missing warning sign?

The school shooting in Tacloban has shocked the nation and raised urgent questions about youth violence, bullying, and the factors that may have contributed to the tragedy.

Just a few hours after the incident, discussions began to appear across cybersecurity forums, OSINT communities, and private chat groups.

While many details remain under investigation and authorities have yet to release their final findings, some researchers and observers pointed to online activity suggesting that the attack may not have been a spontaneous act.

Claims circulated that the incident may have been planned over an extended period, with discussions and interactions taking place within various online communities.

At first, I dismissed many of these claims as just another conspiracy theory spreading on the internet. Then I saw posts from Klammer, the infamous Filipino hacker, raising concerns about the case. Soon after, Bret John Morales, one of the country’s respected Open Source Intelligence (OSINT) researchers, publicly called on authorities to thoroughly investigate the digital connections surrounding the incident.

For those unfamiliar with the term, OSINT refers to the collection and analysis of information from publicly available sources such as social media platforms, websites, online forums, chat groups, and digital records. It is a discipline widely used by journalists, cybersecurity professionals, researchers, and law enforcement agencies to identify patterns, connections, and potential threats.

As Bret dug deeper into the digital footprints of the individuals discussed online, he found evidence that they were active in chat groups that included members of the 764 network.

The 764 network is an extremist online subculture that has attracted the attention of law enforcement agencies around the world. It is known for targeting vulnerable young people through online platforms, encouraging self-harm, violence, exploitation, intimidation, and other harmful behaviors.

Researchers have documented how these groups use manipulation, peer pressure, psychological grooming, and social isolation to gradually influence and radicalize minors.

This is why the conversation should not be limited to whether bullying occurred or who should be blamed. The more significant concern is the possibility that young people are being exposed to online environments that normalize violence, glorify harmful behavior, and encourage extremist thinking.

Online radicalization is not unique to the Philippines. It is a growing global problem. Around the world, extremist groups, criminal organizations, and toxic online communities actively seek out young people who may be lonely, angry, curious, or searching for acceptance. Through private chats, gaming platforms, social media groups, and encrypted messaging applications, these actors slowly shape how young people think, whom they trust, and how they view the world.

One important lesson from this tragedy is that digital safety education must begin much earlier. We need to start teaching children about online risks as early as preschool.

Today’s children are exposed to smartphones, tablets, online games, video platforms, and messaging applications long before they reach high school. They need age-appropriate lessons about online strangers, privacy, manipulation, cyberbullying, misinformation, and how to seek help when something feels wrong.

Just as we teach children not to accept candy from strangers or cross busy streets without looking, we must teach them to navigate the digital world safely. Waiting until they are teenagers may be too late, as many have already interacted with online communities that parents and teachers may not be aware of.

This issue should not become an exercise in blaming schools. While schools shape young minds, they cannot monitor every private online interaction after class. Protecting children from online radicalization requires a whole-of-community approach involving parents, educators, technology platforms, law enforcement, policymakers, and civil society organizations.

The internet remains one of the greatest tools for learning and communication. But like any powerful tool, it can also be misused. We must not simply warn but actively equip every child with the knowledge, critical-thinking skills, and support to navigate technology safely. Let us take decisive action now. Parents, educators, and community leaders must unite now to prioritize digital safety education. Our children’s future depends on it.
