Digital identity and fraud prevention company IDfy Philippines has launched Chaos in Cavite, an investigative graphic novel exposing how online scams operate through money mule networks.
The launch at The Peninsula Manila brought together banking executives, financial technology leaders, cybersecurity advocates and government officials to discuss the growing threat of digital financial fraud.
The graphic novel follows investigative journalist Cal Ilagan, who first appeared in IDfy’s Mayhem in Makati, as he investigates a relationship-based investment scam involving a retired banker from General Trias, Cavite.

The story illustrates how scammers manipulate victims, steal their savings and move the proceeds through multiple bank accounts before converting the money into cryptocurrency.
Online safety starts from the CEO
Scam Watch Pilipinas Co-founder and Lead Convenor Jocel de Guzman, who joined a fireside discussion during the launch, challenged banks and financial institutions to make online safety part of their corporate culture rather than leaving the responsibility entirely to cybersecurity, fraud prevention and IT departments.
“Online safety should not just be the responsibility of the fraud, cybersecurity or IT teams. It should start from the CEO down and become part of the corporate culture,” De Guzman said.

“Before we talk about a whole-of-society approach, banks must first practice a whole-of-organization approach,” De Guzman added.
The discussion also featured Philippine STAR Business Editor Iris Gonzales and Cybercrime Investigation and Coordinating Center (CICC) Director Robert Paguia, with IDfy Chief Business Officer Wriju Ray serving as moderator.
Among those attending the event was Bank of the Philippine Islands (BPI) President and CEO Jose Teodoro “TG” Limcaoco. Analog Capital Partner and Chief Investment Officer Ashish Shastry delivered the keynote address.

Billions at risk from money mule networks
According to a joint study by IDfy and CIBI Information Inc., titled Mule Hunting: Are We Chasing Ghosts?, the Philippines faces potential annual fraud losses of up to P603 billion involving money mule accounts.
Money mules are individuals whose financial accounts are used to receive or transfer proceeds from illegal activities. Some knowingly participate in these operations, while others are recruited through fake employment opportunities, deception or identity theft.
IDfy Philippines Country Head Raghuraman “Raghu” Chandrasekhar emphasized that technology alone cannot address financial scams, particularly when criminals exploit human vulnerabilities.
“Money mule networks thrive in the shadows because ordinary citizens often don’t realize they are being exploited until it’s too late,” Chandrasekhar said.
The company also emphasized the importance of stronger intelligence sharing among banks, fintech companies and financial institutions as the sector implements safeguards under the Anti-Financial Account Scamming Act (AFASA).
Through Chaos in Cavite, IDfy aims to make the complicated mechanics of digital fraud easier for ordinary Filipinos to understand, moving beyond technical advisories and statistics to show the human consequences of online scams.
IDfy said the graphic novel will be made available digitally for free through its website.
