Two DICT officials replaced

Department of Information and Communications Technology (DICT) Undersecretary Christina Faye Condez-De Sagon and Assistant Secretary June Vincent Manuel Gudan were replaced on August 10 following the designation and reassignment of key officials in the DICT.
In a document obtained by TechWatchPH, the changes took effect immediately under Department Order No. HRA-020 dated August 10. Director Maria Teresa Magno-Garcia was designated, in a concurrent capacity, as officer-in-charge chief of staff of the Office of the Secretary, while Assistant Secretary Christian Mark G. Guingcangco was named OIC undersecretary for special concerns.
Director Emmy Lou V. Delfin was also designated OIC assistant secretary for regional development. Undersecretary Leonido J. Pulido III was named vice chairperson of the Organizing Committee and chairperson of the ASEAN Technical Working Group for purposes established under a separate department order.
The order states that the officials would exercise their functions under the direct supervision, control and executive direction of the Secretary. It also amended or modified previous departmental issuances inconsistent with the new assignments and will remain in force until further orders.
Multiple sources familiar with the matter, including individuals with direct knowledge of developments within the DICT, said concerns had been raised over Condez-De Sagon’s leadership and management of the agency. These included questions surrounding certain projects and procurement activities, as well as allegations of verbal abuse involving employees.
