DICT probes reported defacement of House website, says assessment still preliminary

The Department of Information and Communications Technology (DICT) said it has activated incident response procedures following the reported defacement of the official website of the House of Representatives late afternoon on June 13, 2026.

In a statement, the DICT, through its Cybersecurity Bureau, said it was aware of the reported defacement of congress.gov.ph and immediately coordinated with the House of Representatives through the National Computer Emergency Response Team (NCERT).

The agency said efforts are now focused on containing the incident, restoring affected services, and determining the nature and extent of the unauthorized access.

“Initial assessment indicates that, at present, no confidential or sensitive government information has been compromised,” the DICT said.

However, the agency stressed that the assessment remains preliminary and is still subject to the findings of the ongoing technical investigation. It said the affected pages primarily contain publicly available information.

The DICT said it is also coordinating with relevant law enforcement agencies to investigate the incident, support the restoration of affected systems and services, and strengthen security measures to prevent similar incidents.

The agency warned that website defacement is a violation of the Cybercrime Prevention Act of 2012, or Republic Act No. 10175, and said those found responsible will be held accountable under the law.

“The DICT remains committed to safeguarding the country’s critical information infrastructure. Further updates will be provided as warranted by verified findings,” the agency said.
