DILG orders ban on online gambling for all officials, employees

The Department of the Interior and Local Government (DILG) has ordered a blanket prohibition on online gambling for all central and field office personnel, employees of DILG-attached agencies, and local government officials, citing ethical and legal obligations for those in public service.

In Memorandum Circular No. 2025-082 issued Aug. 12, 2025, the DILG said the policy covers provincial, city, municipal, and barangay officials, as well as members of the Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, National Youth Commission, and other agencies under its supervision.

The directive prohibits the use of any online gambling platforms except those operated by the Philippine Charity Sweepstakes Office. Violators face administrative and criminal charges under existing laws and regulations.

The DILG cited the 1987 Constitution, Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), and Presidential Decree No. 1869, among other laws, as legal bases for the ban. It also referenced the 2017 Rules on Administrative Cases in the Civil Service, which classify conduct prejudicial to the best interest of the service as a grave offense punishable by suspension or dismissal.

The circular expands on earlier policies, including Memorandum Circular No. 06 issued by the Office of the President in 2016, which barred officials from entering casinos except for official duties. The department said the proliferation of online gambling now poses an equal, if not greater, threat to public service ethics.

Reports received by the department indicate that some officials and employees have engaged in online betting, which the DILG said undermines public trust and damages the credibility of government service.

The DILG said all heads of agencies, offices, and bureaus are directed to widely disseminate the circular and ensure compliance within their areas of jurisdiction. The order took effect immediately upon issuance.

If the Department of the Interior and Local Government intends to fully enforce the online gambling ban on all employees and local officials, it will need a well-defined system for monitoring, technical, organizational, and consistent. Without it, enforcement will be challenging.

Possible measures include:

1. Network-Level Controls

  • Government-Issued Devices and Networks: Track activity on official computers, laptops, and phones through web filters and firewall logs to block known gambling sites and apps.
  • Office Wi-Fi Rules: Apply URL blocking on all government internet connections to prevent access to gambling platforms.

2. Device Management

  • Mobile Device Management (MDM): Install MDM tools on government-issued gadgets to block gambling apps and record activity.
  • Security Audits: Periodically check devices for prohibited apps.

3. Digital Intelligence

  • Online Monitoring: Track public social media posts and online communities for signs of gambling activity involving officials.
  • Data Sharing with PAGCOR & BSP: Request information on whether government email addresses or bank accounts are tied to online betting transactions.

4. Policy & Education

  • Clear Rules and Training: Define the scope of the ban, its penalties, and include cyber ethics in training sessions.
  • Anonymous Tip Line: Provide safe channels for reporting violations.

5. Random & Targeted Checks

  • Spot Inspections: Unannounced checks of devices at the workplace.
  • Pattern Analysis: Compare attendance and productivity data with suspected betting activity.

Key challenge: Detecting violations becomes more complicated when employees use personal devices and mobile data.

The most practical strategy is to focus on strict controls for official devices and networks, combined with whistleblower protection and inter-agency cooperation to catch persistent offenders.
