Outrage grows over Discord ban as Filipinos question government blocking policy

Outrage spread online after Discord was blocked in the Philippines, with Filipino users questioning the government’s decision to restrict an entire platform used for work, gaming, communication, freelancing and online communities.

The backlash intensified Wednesday night as Discord became inaccessible on several telecommunications networks following a blocking order from the National Telecommunications Commission (NTC) requested by the Cybercrime Investigation and Coordinating Center (CICC).

Reports from users and technology publications confirmed access restrictions across multiple networks.

Across Facebook and Reddit, users criticized what they described as a disproportionate response that could disrupt legitimate users while doing little to stop criminals who can simply move to other platforms or find ways around the restriction.

The sentiment was echoed by technology executives, journalists, content creators, gaming organizations and former government officials whose posts quickly circulated online.

Ann Cuisia, founder and CEO of blockchain and fintech firm TraXion Tech, also weighed in on the issue.

“We understand why government is taking strong action. Global platforms operating in the Philippines must maintain continuous and institutionalized cooperation with government, including clear points of contact, timely response to lawful requests, action against harmful content and support for cybercrime investigations,” Cuisia said.

“Cooperation should be built into how platforms operate, not activated only when problems escalate,” she added.

Tech entrepreneur and content creator Carlo Ople was among those who reacted after Discord became inaccessible.

“So apparently Discord was already restricted / banned by several telcos,” Ople said in a Facebook post.

“Government just pissed off an entire generation,” he added.

Gaming content creator Dinocornel questioned why Discord was being blocked while online gambling platforms remained accessible.

“Banned ang Discord pero online sugal hindi? So bawal mag usap pero pwede tumaya? Anu to high school classroom?” he said.

Technology journalist and Gadget Pilipinas founder Giancarlo Muñoz Viterbo raised concerns over businesses and teams that depend on Discord for their daily operations.

“Akala siguro ng CICC okay ang nationwide ban ng Discord. Our team’s primary communication hub is Discord. I use it as secondary gateway for my AI agents. A lot of my friends use Discord too. There has to be a better way than start banning Discord,” Viterbo said.

He said his team would temporarily move to Element X.

Former Department of Information and Communications Technology (DICT) Undersecretary Jeffrey Ian Dy pointed to another group potentially caught in the restriction: Filipino gig workers who use Discord to look for jobs and communicate with clients.

Dy cited communities such as Barangay VA Helpdesk, which he said has more than 12,000 members, as well as Nexus and JobCord, as examples of legitimate communities serving virtual assistants and other online workers.

“And tonight, they’re having a hard time finding work… all this because we (as a country) cant find criminals online. So DICT opted for the laziest solution – pressure platforms to conform to their solution, or block them!” Dy wrote.

“Problem solved. Or did it?” he added.

Dy also questioned whether online platforms could be blocked without judicial authorization, citing the Supreme Court ruling in Disini v. Secretary of Justice.

International esports organization Team Secret joined the online reaction with a humorous post reflecting Discord’s deep connection with gaming communities.

“the government is plotting against my discord kittens,” Team Secret posted.

Columnist Tonyo Cruz, meanwhile, raised the prospect of a legal challenge.

“I wish young people would take the CICC and NTC to court,” Cruz said.

The criticism was not confined to prominent accounts. Reddit discussions about the CICC directive drew hundreds to more than a thousand reactions, with users questioning the 24-hour deadline, the legality and effectiveness of blocking entire platforms, and the impact on legitimate communities. Filipino Reddit moderators also issued a statement opposing access restrictions while discussions between government and the platforms were ongoing.

The controversy began after the CICC gave Reddit and Discord 24 hours to designate local representatives or establish mechanisms that would allow Philippine authorities to coordinate directly with the platforms. The government said the move was connected to cybercrime investigations and concerns over online threats and child safety.

Reddit subsequently engaged with the CICC and was given additional time.

Reddit and the CICC agreed to pursue three mechanisms: a Philippine point person, a “green lane” for coordination with authorities and information sharing that could assist investigations.

Discord also responded to the government and offered to discuss existing safety mechanisms, including its Global Teen Experience, Family Center tools and Kodex system for handling lawful requests from authorities.

The CICC initially announced Wednesday afternoon that extensions had been granted after the platforms responded. It later clarified that the extension applied only to Reddit.

CICC Executive Director Undersecretary Renato “Aboy” Paraiso later confirmed to TechWatchPH that Discord had been blocked.

Paraiso said the agency reviewed Discord’s response and found that it did not commit to the three mechanisms being sought by the government: the designation of a local representative, the establishment of a green lane for direct coordination and an information-sharing mechanism.

The CICC had already sent its request to the NTC Tuesday night, September 22, with the blocking order subsequently issued to telecommunications companies and internet service providers.

The government has defended its push for stronger cooperation from global platforms as necessary to help Philippine authorities investigate cybercrime and respond to online threats.

But the outrage surrounding the Discord block has shifted attention to a broader question: whether blocking an entire digital platform is a proportionate response when millions of legitimate users depend on the same service for work, communication, gaming, education and online communities.

For many Filipinos reacting online, the issue is no longer just about Discord. It is about how far the government should go in restricting access to digital platforms when cooperation with global technology companies breaks down.
