WiSAP, DICT MIMAROPA forge partnership to strengthen cybersecurity skills, expand opportunities in the region

A new partnership between Women in Security Alliance Philippines (WiSAP) and the Department of Information and Communications Technology (DICT) MIMAROPA IV-B is set to boost cybersecurity development in the region, focusing on skills training, job opportunities, and digital safety awareness.

The collaboration was formalized through a memorandum of understanding (MOU) signed during the DICT CyberCon Event 2026, held at Mindoro State University and attended by more than 200 students.

Under the agreement, WiSAP and DICT MIMAROPA will work together on initiatives supporting the growth and sustainability of the cybersecurity field. These include developing upskilling and reskilling programs aligned with industry needs, as well as fostering partnerships that enable job creation, talent matching, and placement within the cybersecurity sector.

The partnership also highlights a shared commitment to building a more inclusive and resilient digital ecosystem, particularly by empowering women and aspiring professionals to pursue careers in cybersecurity.

β€œWe believe cybersecurity is no longer just a technical field, it is a shared responsibility. Through this partnership with DICT MIMAROPA, we are not only building skills but also opening doors for more Filipinos, especially women, to take part in securing our digital future,” said WiSAP Chair and President Mel MigriΓ±o.

During the event, WiSAP led discussions on the evolving cyber threat landscape, emphasizing the increasing risks faced online and the importance of strengthening digital safety, especially for women. The organization also tackled the Data Privacy Act of 2012 and the role of data protection controls in safeguarding sensitive information.

Participants were also introduced to career pathways in cybersecurity, with insights on how students and young professionals can enter and grow in the field amid rising demand for skilled talent.

DICT MIMAROPA IV-B Regional Director Emmy Lou Delfin underscored the importance of partnerships in building regional capacity, while the event was also graced by DICT Undersecretary Heherson Asiddao, reinforcing the national government’s push to strengthen cybersecurity awareness and workforce development.

“The DICT expresses our full support and appreciation for the initiative of DICT MIMAROPA and WiSAP in forging this partnership. This partnership at the regional level reinforces our national ‘digital bayanihan’ spirit, proving that local collaboration is the bedrock of our country’s cyber resilience,” said Asiddao. ”The DICT is proud to collaborate with an organization like WiSAP that champions excellence and diversity. Together, we are equipping our local talent with the tools and intelligence needed to stay ahead of evolving cyber threats”.

The initiative forms part of broader efforts by DICT to expand digital literacy and cybersecurity readiness across regions, ensuring that local communities are equipped to navigate an increasingly connected and threat-prone digital environment.
