Enhancing eGov Super App: PH, Cambodia team up to promote digital transformation

In an effort to promote digital government transformation in both countries, the Department of Information and Communications Technology (DICT) recently teamed up with the Cambodian government.

At a press conference in Siem Reap, Cambodia, DICT Secretary Ivan John Uy expressed optimism about the collaboration, highlighting the potential of integrating the Philippines’ eGov Super App with Cambodia’s document verification platform, verify.gov.kh.

“The Philippines has noted the outstanding features of Cambodia’s verify.gov platform,” Uy said.

“It can verify the authenticity of documents such as national identification cards, driver’s licenses, and certificates of civil status, including birth, marriage and death certificates, as well as diplomas and university certificates of Filipino students,” he added.

This would be particularly beneficial for verifying national IDs and academic credentials.

Developed by Cambodia’s Ministry of Post and Telecommunications (MPTC), verify.gov.kh is a government platform aimed at fighting fraud documents and streamlining verification processes.

It offers a reliable, time-saving, and cost-effective solution, contributing to the country’s digital transformation in line with global standards. 

The platform uses blockchain-powered Quick Response (QR) codes to verify documents, eliminating the need for physical stamps.

Blockchain technology is an advanced database system that enables transparent information sharing across a business network. 

It stores data in blocks, which are linked together to form a chain, ensuring both security and traceability.

Meanwhile, the eGov Super App is a unified online platform that brings together multiple government services into a single virtual hub.

Through this partnership, the eGov Super App will serve as a model for Cambodia as it developed DG Super App, designed to enhance digital service delivery across the country.

Cambodian Minister of Post and Telecommunications, Chea Vandeth, praised the eGov Super App for its role in simplifying public services and improving government-citizen interactions.

“This cooperation is a milestone in our shared commitment to digital transformation,” Vandeth said.

“By learning from each other’s experiences, we can make informed decisions about adopting the right technologies, ultimately benefiting both our citizens and our governance frameworks,” he added.

In a joint statement, both nations announced that their technical teams have been collaborating closely to tailoring these platforms to meet specific needs, while promoting innovation and improving efficiency in public administration.

For broader diplomatic ties

Beyond the technological collaboration between the two countries, the partnership also underscores a broader commitment to strengthening diplomatic relations.

Uy and Vandeth emphasized the importance of fostering collaboration in digital innovation to enhance diplomatic cooperation.

To ensure the successful transfer of technology to develop the government document verification platform, verify.gov.kh, and the eGov Super App, both ministries have conducted extensive training for their technical teams on the cooperation process involved in the technology transfer.

During the staging phase, MPTC’s technical team assisted DICT in integrating QR code technology into verify.gov.ph for the authentication of Filipino national ID cards and student diplomas.

At the same time, DICT’s technical team showcased the eGov Super App, highlighting its key features to help Cambodia use it as a benchmark for developing the DG Super App.
