Pax Silica could expand PH role in global AI economy

The proposed Pax Silica Industrial Hub could expand the Philippines’ role in artificial intelligence, semiconductors, advanced manufacturing, and digital infrastructure.

Planned for New Clark City in Tarlac, the 1,620-hectare technology zone is envisioned to support AI infrastructure, semiconductor production, logistics, research, and other technology-driven industries.

TechWatch PH Editor-in-Tech Art Samaniego said the project could become one of the country’s most significant technology and industrial developments if backed by transparent governance, sound environmental planning, and safeguards for nearby communities.

Publicly available data indicate that the project could involve international partners under the United States-led Pax Silica initiative.

Samaniego said the development could attract major investments, create higher-value jobs, and strengthen collaboration among universities, startups, researchers, and global technology companies.

“At the heart of Pax Silica is a projected US$10 billion investment, a figure that could significantly boost the Philippine economy by attracting increased foreign direct investment, spurring new industries, and expanding government revenues,” he said.

He added that the project could create jobs in engineering, cybersecurity, data science, semiconductor manufacturing, logistics, telecommunications, research, and professional services.

Samaniego said the project’s technical and operational details, including its power and water requirements, participating companies, investment commitments, development timetable, and environmental measures, are expected to become clearer as planning progresses.

Large AI data centers and semiconductor facilities may require substantial amounts of electricity, water, and land, he noted.

“These are legitimate issues that deserve careful examination,” Samaniego said.

He said discussions should be based on technical studies and environmental assessments.

“The opportunities are substantial, and so are the responsibilities,” Samaniego said.
