A Discord ban that users could bypass: What did DICT and CICC accomplish?

The most damaging consequence of the Discord block is the blow to the credibility of both the Department of Information and Communications Technology (DICT) and the Cybercrime Investigation and Coordinating Center (CICC).

The CICC has drawn much of the criticism, but both agencies co-signed the request for the block. The DICT shares responsibility for a measure that ordinary users could work around while legitimate communities and livelihoods faced disruption.

The fatal flaw in the DICT and CICC’s Discord block was underestimating the users. Discord account holders are not passive internet consumers whose digital world ends at an ISP-level redirect page. Among them are Filipino students collaborating on projects, software engineers, digital creators, virtual assistants, remote freelancers, and gamers. Many know their way around digital tools while others can turn to their communities for help. Minutes after the block, users shared guides to help others reconnect, and the block’s weakness became the story.

In their Sept. 22 letter, the DICT and CICC requested β€œa geofenced access block on Discord as accessed from Philippine internet protocol addresses” for 15 days. The National Telecommunications Commission then directed internet service providers to implement a temporary suspension. The DICT and CICC co-signed this request, followed by an order from the NTC. The CICC should not bear the criticism alone.

Blocking access from Philippine networks does not identify a predator, preserve evidence, or dismantle an abusive group. If ordinary users can find another way to connect, determined offenders can do so too. They can also change accounts or move to another platform.

The people who pay the price

For a freelancer, a Discord server may function as an office. For an agency, it may be the quickest way to reach a team or a client overseas. Cutting off that channel can delay work and put professional relationships at risk. The letter estimated that Discord has millions of monthly active users in the Philippines. Both agencies knew their request would reach far beyond anyone suspected of wrongdoing.

The threats cited in the letter, including child exploitation, scams, and online violence, demand urgent action. Investigators should identify offenders, secure evidence, and work with Discord’s safety team on specific cases. A nationwide access block cannot substitute for that work.

I have long advocated education to protect children online. We do not stop children from crossing the street because traffic is dangerous. We teach them to look both ways, recognize the risks, and cross safely. We should teach them the same habits online; we need to teach them how to spot danger, ask for help, and use the internet responsibly.

I often say we must educate parents and children. After this debacle, officials at the DICT and CICC need that education too. They should understand how a platform works and what an access block can actually achieve before imposing its costs on millions of Filipinos.

Performative enactment vs. real cyber policing

Slapping a 24-hour ultimatum on a global software platform and ordering local ISPs to throw up rudimentary DNS roadblocks creates good headlines for officials seeking to appear proactive. But real cybersecurity and child protection cannot be solved through blunt, performative censorship.

Genuine digital safety requires sustained, intelligence-led law enforcement, proactive intelligence sharing with platform trust-and-safety teams, and deep undercover cyber policing targeting specific criminal nodes.

The DICT and the CICC wanted a decisive response. What these agencies have shown the tech community is a troubling gap between the power to order a ban and the skill needed to stop an online criminal. Burning down the town square will not catch the pickpocket, especially when the pickpocket knows the back door and the honest merchants are left outside. The DICT and CICC put their names on the request to block Discord. They have yet to show how that measure made children safer.
