DICT vows full cooperation in Ombudsman ‘Ghost Internet’ probe

The Department of Information and Communications Technology (DICT) said it will fully cooperate with the Office of the Ombudsman in its investigation into alleged irregularities involving government-funded information technology and connectivity projects.

In a statement Friday, Sept. 19, the DICT said it is taking reports surrounding the alleged “Ghost Internet” projects seriously and will formally send a letter to the Ombudsman conveying its full cooperation with the investigation.

“We are treating this matter with utmost urgency and stand ready to provide any records, technical information, and assistance necessary to support a thorough and impartial investigation,” the DICT said.

The statement came after the Office of the Ombudsman disclosed that it is investigating an alleged scheme involving government IT projects, which it referred to as “Ghost Internet.”

Assistant Ombudsman Miko Clavano earlier said investigators are looking into whether contracted sites were actually installed and operational, whether the government paid for connectivity and services that were not delivered, and possible irregularities involving hardware and software procured for government projects.

The DICT said every ICT project funded by public resources should deliver the services and benefits for which it was intended.

“Any allegation involving non-performing systems, misrepresented project deliverables, or the misuse of public funds must be thoroughly examined and addressed in accordance with the law,” the department said.

The agency also reiterated its commitment to transparency and accountability as the investigation proceeds.

“The DICT remains committed to transparency, accountability, and the integrity of government digitalization and connectivity programs, and will continue to work closely with the proper authorities to ensure that public resources are protected and used as intended,” it said.
